Abstract: This system was developed by us for the city of Tianjin.By combining artificial intelligence technique withtraditional data processing technique we established two isolated but mutually correlated subsystems,i.e.,a deci-sion support expert subsystem and a preferential values solution subsystem.Their details are given in this paper.
